Fort Nelson Employment Services, located in Fort Nelson, BC is seeking a highly motivated Financial Controller/Program Manager to join our team. This is a multi-faceted role that will provide support to the manager in the day to day financial/program management of the Work BC
Employment Service Centre (ESC).
RESPONSIBILITIES:
Assist Manager with the day to day financial and program operation of the Work BC ESC and its subcontract relationships. Monitor
in-house and partner service deliverables to successfully achieve contractual outcomes;
Assist Manger in implementing and managing the program budget utilizing the Ministry’s Contract & Financial Management System (CFMS);
Responsible for staff payroll, client living supports, payments to employers for work placement incentive programs, accounts payable, accounts receivable, bank reconciliation, journal entries, GL postings, preparation of trial balances and any monthly financial statements required.
Preparation of T4’s, ROE, tax remittances, and budget control;
Review and monitor all billings; verify all financial transactions and submit payments and or financial reports as required;
Assist Manger with the development and implementation of any financial policies, systems and procedures;
Assist manager in developing program objectives and goals as a part of the overall Quality Assurance Plan;
Develop and maintain effective communications with the Ministry representatives;
Supervise and assume responsibility for staff and program operations in managers absence;
Other duties as assigned by the manager
MINIMUM QUALIFICATIONS/REQUIRED SKILLS:
**** Business Management Degree or equivalent combination of education and experience. Course work in Business administration is an asset.
Experience and/or knowledge in the Career Development field
Experience and/or knowledge with government funded programs
Excellent interpersonal skills with a strong leadership ability; ability to work with diverse groups
Good problem solving and organizational skills
Experience working in management, development or delivery of employment programs, staff training and/or mentorship
Excellent computer skills; must be competent in the use of Simply Accounting and Excel
Several years of experience in budgeting, accounting, auditing, financial planning

Responsibilities include but are not limited to:
Provide assistance and support with Client drop-in’s: orientation to internet, job bank and other websites, creating email accounts, resumes & accessing career assessments;
Assist with EI, MY Service Canada account and BC Employment and Assistance application procedures and basic eligibility requirements; clients accessing funding sources such as CPP Disability, student loans, WCB;
Liaise with employers in the community providing awareness and marketing Work BC ESC services as required; attend community meeting and events;

Assist with and maintain a resource library of Labour Market and self-help information

General set up and maintenance of Career Resource Centre;

The Receptionist of the Work BC Employment Service Centre will be the first point of contact for all individuals accessing the ESC. The receptionist will work with a small team to create a warm and welcoming environment to guest of the centre.
Duties:
Greet Patrons; maintain statistics on the volume of clients entering the ESC and those accessing via remote channels: website, email etc;
Provide personal and telephone reception to staff and clients. Provide contact support and message service for clients with no access to a telephone;
Schedule appointments for Case Mangers;
Support clients in registering for job search workshops as required;
Monitor website for workshop registrants; provide notification and scheduling support to clients for workshops/cancellations and waitlist; 24 hr reminder;
Provide direction on web based application for apprentices as required;
Monitor activity in the job search room and identify Clients who may require assisted services; referrals to case managers;
Assist Employment Support Workers in Job Search Centre as required;
Responsible for morning set up, general office and equipment preparations;
Assist with development of pamphlets and brochures promoting ESC;
Other duties as directed by the Manager
The Receptionist will be familiar with or possess a willingness to learn:
EI and BC Employment and Assistance application procedures and basic eligibility requirements;
How to access the MY Service Canada Account to assist clients with accessing their EI client status online;
How to access funding sources: CPP Disability, student Loans, WCB;
About crisis care and how to access these services: Mental Health, Addictions, crisis lines, police services, shelter/housing etc;
Provide assistance based on the principal of only providing the support needed to enable success with the goal to develop self reliance encouraging the client to do things independently;
Social Media and how it can be used for Job Search; how to access the Work BC Website, National Job Bank and other relevant sites.
MINIMUM QUALIFICATIONS/REQUIRED SKILLS:

This is a duel role that will support both Clients of the program and employers/community agencies to build on established relationships while promoting a working alliance for the purpose of strengthening client’s labour market attachment.
